ISIF names its venture funds, not just a mandate

ISIF's 2023 annual report extract lists specific venture-fund commitments under a statutory double-bottom-line mandate, distinct from its 4.3 percent return.

The record

The Ireland Strategic Investment Fund (ISIF), Ireland's sovereign development fund controlled and managed by the National Treasury Management Agency, discloses its venture and growth-equity activity through NTMA's annual report. The Ireland Strategic Investment Fund 2023 Annual Report Extract, drawn from the NTMA Annual Report 2023, states ISIF was a EUR 14.6 billion fund at end-2023, split between an EUR 8.4 billion Discretionary Portfolio and an EUR 6.2 billion Directed Portfolio, and that the Discretionary Portfolio carries a 'double bottom line' statutory mandate: to invest 'on a commercial basis in a manner designed to support economic activity and employment' in Ireland.

What the sources establish

The 2023 extract itemises specific venture-capital commitments rather than a single venture percentage: a commitment to 'ArcTern Ventures Fund III,' described as 'venture capital climate-tech focused,' one to 'Elkstone Ireland Ventures I,' 'helping indigenous start-ups to scale internationally,' and one to 'Molten Ventures Investments' building 'a portfolio of early-stage' companies. It states ISIF launched the EUR 90 million Irish Innovation Seed Fund in 2022, a fund-of-funds combining EUR 30 million from the Department of Enterprise, Trade and Employment via Enterprise Ireland, EUR 30 million from the European Investment Fund, and a EUR 30 million co-investment from ISIF, with 2023 bringing its first allocations, to WakeUp Capital and Resolve Ventures. Overall, ISIF committed 'c. EUR 270 million' in 2023 under its 'scaling indigenous businesses' theme, part of EUR 839 million committed to 23 investments that year. ISIF's current About ISIF page, retrieved 16 September 2026, restates the same statutory mandate under updated theme names.

Scope and revision

The double-bottom-line mandate is a stated objective, not a reported outcome: the fund's 2023 return of 4.3 percent is attributed mainly to 'strong public equity and fixed income market gains,' not the venture and indigenous-business commitments specifically, and the fund's separately stated jobs and Gross Value Added figures are ISIF's own economic-impact estimates as at end-2022, one year behind the 2023 investment figures beside them. The EUR 270 million 'scaling indigenous businesses' figure blends fund commitments and direct opportunities, of which the named venture funds are only a subset.

The decision in front of you

An Irish fund manager or founder should treat ISIF as a mandate-bound co-investor whose commercial-return test sits alongside, not above, its economic-impact objective, and should look to named vehicles like the Irish Innovation Seed Fund for the clearest evidence of ISIF's venture-stage activity rather than to the fund-wide return figure. This is a reading of ISIF's own reported structure, not a claim about any fund's prospects.

  • Is a cited ISIF 'return' figure the whole-fund 4.3 percent, or a claim about the venture and indigenous-business commitments specifically?
  • Does the economic-impact figure being cited carry the same year-end date as the investment figure it is placed beside?
  • Is the fund or company named part of ISIF's Irish Innovation Seed Fund allocations, or a separate direct commitment under a different theme?

ISIF's own annual report shows a sovereign fund naming its venture commitments individually while keeping its double-bottom-line mandate as a standing statutory test, not a claim of achieved development impact.
