Government funding for R&D comes with a different kind of cost

SBIR's own award caps and the UK's R&D relief test show what qualifies, and the time both programmes require.

The record

SBIR.gov's own about page, as retrieved on 16 September 2026, describes America's Seed Fund as 'equity free funding' coordinated by the Small Business Administration and delivered through eleven participating federal agencies. The page states that, as of April 2026, an agency may issue a Phase I award, including modifications, of up to $323,090 and a Phase II award of up to $2,153,927 without seeking separate SBA approval, figures set under the programme's Policy Directive and adjusted periodically rather than fixed permanently.

What the sources establish

Cooley GO's guide to SBIR awards, last reviewed 18 June 2025, describes the same three-phase structure with figures from just before the current update: Phase I as a six-to-twelve-month 'concept' award of $50,000 to $275,000, and Phase II as a roughly twenty-four-month 'technology development' award of $750,000 to $1.8 million, with Phase III reserved for commercialization funded from non-SBIR sources and not subject to the same size limits. Comparing Cooley's 2025 figures with SBIR.gov's own April 2026 caps shows the guideline ceilings moving upward between the two documents, evidence that a law firm's summary, however current when written, can be overtaken by the programme's own periodic adjustment.

Scope and revision

The UK offers a structurally different form of non-dilutive support. HMRC's guidance, first published 1 January 2007 and last updated 8 May 2024, does not describe a cash award at all; it sets an eligibility test for a Corporation Tax relief, available only to companies that already owe UK Corporation Tax, for projects that seek an advance in a field of science or technology by resolving a genuine uncertainty a competent professional could not otherwise resolve. Cooley notes that SBIR eligibility likewise turns on rules 'beyond merely qualifying as small,' including US ownership and control requirements; both programmes gate access on a substantive test, not simply a company's size or sector.

The decision in front of you

As editorial guidance beyond what either page states, a founder should treat the published dollar or relief figures as ceilings set at a moment in time, verify the current guideline caps directly against the programme's own page rather than a secondary summary, and weigh the time cost of proving technical uncertainty or eligibility against the capital's non-dilutive value.

  • Does the cited award cap or relief rule match the programme's own page as currently published, not a prior year's summary?
  • Does the business meet the ownership, size, or tax-liability eligibility rules, not only the technical criteria?
  • What is the realistic time cost of preparing a competitive application or a defensible technical claim?
