The European Investment Fund runs equity products under the European Union's InvestEU programme, which its own overview page describes as supporting sustainable investment, innovation and job creation since launching in March 2022. The EIF's InvestEU overview page, retrieved 16 September 2026, states the InvestEU Fund relies on an EU budgetary guarantee of EUR 26.2 billion that partners can leverage, with an overall programme target of EUR 372 billion in investment by 2027. The same page states the EIF's own position: 'the EIF does not provide financing directly' to final beneficiaries, relying on intermediaries instead. Under InvestEU Equity specifically, the EIF's InvestEU Equity products page states the EIF deploys capital across five Thematic Strategies to venture, private equity and private credit funds.
What the sources establish
The mechanism is a guarantee-backed fund-of-funds structure, not a grant or a direct-to-company facility. The guarantee absorbs a share of losses so the EIF and its intermediaries can extend more capital than the guarantee amount alone; the EIF's page states it is 'currently deploying close to EUR 35 billion in financing solutions' against over EUR 18 billion of InvestEU Fund resources, with about EUR 27.5 billion already signed. The eligibility test for a fund manager is thematic: an applying intermediary 'will therefore be expected to address in their investment strategy one or more of the Thematic Strategies listed,' spanning Capital Markets Union, Enabling Sectors, Climate and Environmental Solutions, Digital and Creative Sectors, and Social Impact. The European Commission's InvestEU site separately states EUR 397 billion had been mobilised across the whole programme as of end-2025, a total covering every implementing partner, not the EIF alone.
Scope and revision
These are two totals measuring different things, and neither is a grant. The Commission's EUR 397 billion is mobilised investment summed across all partners as of a stated end-2025 date; the EIF's EUR 35 billion is one partner's own deployment figure, stated in prose without a fixed as-of date, which is why it is treated here as reflecting the site as retrieved on 16 September 2026. A guarantee is also not a direct investment: it absorbs downside risk on financing the EIF's intermediaries provide, so a company funded under InvestEU is financed by a fund manager or lender, backed by the guarantee, not by the Commission itself.
The decision in front of you
A fund manager weighing InvestEU Equity should read it as a thematic fit test against the five strategies, not a sector-restriction list, and note that beneficiaries deal with the EIF's chosen intermediaries, not the EIF directly. This is an editorial reading of the programme documents, not a claim the EIF makes about any single outcome.

InvestEU Equity is a guarantee wrapped around a fund-of-funds model; the scale is real, but it is delivered through intermediaries whose own strategies shape what a founder or LP experiences.
