Japan's Venture Enterprise Center (VEC) describes itself, on its English-language site as retrieved 16 September 2026, as 'a research institute for Venture Capital Investment and Startup business environment.' VEC's own About VEC page states the organisation was established in 1975 under approval from Japan's then Ministry of International Trade and Industry, originally to run debt-guarantee programmes for startups, a function it closed between 2002 and 2011, and that it switched to a general incorporated foundation on 1 April 2012.
