Bpifrance's own account of its history, published in French, dates the creation of the Banque publique d'investissement to a law passed on 31 December 2012, under which three state financing bodies, OSEO, CDC Entreprises and the Fonds strategique d'investissement, were merged into a single institution. That is Bpifrance's own acknowledgment that a meaningful share of Le Lab's evidence base originates inside Bpifrance's own financing operations, not an external, arm's-length process. Le Lab supplements that internal data with commissioned surveys and academic partnerships, presented as adding rigour to the analysis.
Scope and revision
Because Bpifrance is simultaneously an investor active in French startup and SME financing and the publisher of research about that market, a Le Lab study drawing on 'data Bpifrance itself holds' is not the same kind of source as an independent survey house's report or a regulator's filing-based statistic; the institution is describing its own portfolio activity as evidence. Le Lab's own materials describe its remit as covering French micro, small, medium and mid-sized businesses broadly, wider than venture-backed startups alone, so a Le Lab figure should be checked against that population before being read as startup-specific. An analyst or founder citing a Bpifrance-sourced figure on French startup financing should state whether the number comes from Le Lab's survey and interview work or from Bpifrance's own transaction data, and should treat the latter as self-reported activity from a market participant rather than an independent census. This is editorial guidance: pairing a Bpifrance figure with a source that has no financing relationship with the companies measured gives a cross-check the merger's dual mandate cannot provide alone.
